Not necessarily. Let's say you have a rectangle that measures 4cm by 8cm. The perimeter is 24 and the area is 32. If the rectangle suddenly changes to 1by 32, and then to 2 by 16, and then to 3.2 by 10, and then to 5 by 6.4, it will go through five different perimeters, but its area will never change.
Changing the perimeter of a shape does not necessarily change its area. Different dimensions can yield the same area while changing the perimeter. Therefore, perimeter and area are related but not directly dependent on each other.
