Where does surface water collect if it does not flow to the ocean?

There are various bodies of water that surface water could merge itself with. It can either flow to the rivers, lakes and etc. The surface water will flow in places which are steeper. These surface water can round itself to form a swamps in the middle of a particular area or location when it can not move itself farther or to a location where there are bodies of water, unless it lacks or is added with more amount of itself.
